Expanding Educational Opportunity in Linguistically Diverse Societies

The purpose of this report is to provide a background that will encourage those working in international education to confront directly what many consider “language problems” by considering the effectiveness and feasibility of initial education in the mother tongue or local language. The document serves as a bridge between two disciplines, applied linguistics and developmental education, exploring the educational limitations arising from language barriers and the innovative ways in which those limitations have been addressed.
